PGWP 2026: Eligibility Rules International Students Need to Know

PGWP rules have changed significantly in recent years, and students choosing a program in 2026 should check eligibility before paying tuition or submitting a study permit application.

What Is a PGWP?

A Post-Graduation Work Permit allows eligible graduates of certain Canadian designated learning institutions to gain Canadian work experience after completing their studies.

What Changed for PGWP Applicants?

Most PGWP applicants who apply on or after November 1, 2024 need to provide proof of English or French language ability. The required language level depends on the type of program completed.

Graduates of bachelor’s, master’s and doctoral degree programs generally need a minimum language level of CLB 7 in English or NCLC 7 in French in all four language abilities.

Graduates of other university programs generally need CLB 7 or NCLC 7, while graduates of eligible college, polytechnic or other non-university programs generally need CLB 5 or NCLC 5 in all four language abilities.

Does Your Program Need to Be PGWP Eligible?

Yes. Choosing a Canadian school is not enough. You should check whether the specific institution and program can support PGWP eligibility before applying for your study permit.

For some graduates, a field-of-study requirement also applies. If you submitted your study permit application on or after November 1, 2024 and completed a program that is subject to the field-of-study requirement, your program must be linked to an eligible Classification of Instructional Programs (CIP) code.

For 2026, IRCC has frozen the eligible field-of-study list, meaning no fields will be added or removed during 2026 under the current policy.

Who Does Not Need the Field-of-Study Requirement?

There are important exceptions. Graduates with a bachelor’s, master’s or doctoral degree do not have a field-of-study requirement. Other exceptions can apply depending on when the study permit or PGWP application was submitted and the type of program completed.

How Long Can a PGWP Be?

The length of a PGWP depends on factors such as the level and length of the completed program and the applicant’s circumstances.

For eligible programs of at least 8 months, the work permit can in some cases be issued for up to the length of the program. Graduates of eligible programs that are 2 years or longer may be eligible for a PGWP of up to 3 years. Eligible master’s graduates can also qualify for a 3-year PGWP even when the master’s program is less than 2 years, provided the applicable requirements are met.

What Should International Students Check Before Studying in Canada?

  • Confirm that your school is a designated learning institution.
  • Check whether your specific program is PGWP eligible.
  • Review the current language requirements.
  • Check whether a field-of-study requirement applies to your program.
  • Check the applicable CIP code where required.
  • Understand the current study permit rules.
  • Review your future work and permanent residence options before choosing a course.
  • Keep copies of your academic and immigration documents.

Can a PGWP Help With Canada PR?

Canadian work experience gained after graduation may help an eligible graduate qualify for certain permanent residence pathways. However, getting a PGWP does not automatically lead to permanent residence.

Students should consider their long-term immigration plan before selecting a course. A program that matches your career goals and a realistic immigration pathway can be more valuable than choosing a course only because it is available.

PGWP Planning for Students in Toronto

Toronto remains a major destination for international students, but studying in Toronto does not by itself guarantee a PGWP or permanent residence.

If you are planning to study in Toronto, Mississauga, Brampton or another Ontario city, review the program, institution, tuition, work opportunities and immigration pathway together before making your decision.

  • Choosing a program without checking PGWP eligibility.
  • Assuming every program at a DLI automatically qualifies.
  • Ignoring the applicable language requirement.
  • Failing to check the field-of-study requirement when it applies.
